The school is the fourth NPM kindergarten sponsored by Sik Sik Yuen. Since its establishment in 1997, it has been providing quality early childhood education for children in Tsz Wan Shan and Wong Tai Sin District. Faithful to Sik Sik Yuen's student-oriented school policy, the school refers to the curriculum guidelines of the Education Bureau to formulate a child-based curriculum, develop diversified learning activities based on children's abilities, interests, and needs, and adopt a child-based autonomous learning model to enable children to learn through play, scientific experiments, music, physical activities, art, and outdoor visits and experiences. 

The school values the moral education of children and uses the stories of Di Zi Gui, situational teaching, and a moral education reward program to teach its students to be “good children of Ho Lap” who have healthy values, good morals, and a good attitude toward others. To enhance children’s biliterate and trilingual competency, the school aims to provide children with a good language learning atmosphere by hiring specialist English and Mandarin teachers in the school and using story reading time to strengthen children’s language expression and language skills. The school attaches great importance to home-school partnerships, cares for children's development and parents’ needs, maintains good and close communication with parents, and works with high-quality professional teachers who are provided with sufficient teaching equipment to jointly create a happy learning environment so that children can grow up healthily and happily.
